That's the "advantage" of FF, you get the equivalent noise at 4X the ISO (4 comes from squaring the crop factor). It's easier to think about it in terms of stops though. You decrease light intensity by 2 stops (going from 1.4 to 2.8) so you need to increase sensitivity accordingly (going from 3200 to 12800 ISO). The FF image isn't any cleaner, but you could open up the diaphragm a bit more to lower the ISO and get a cleaner picture.
