Probably Boston. Almost never-ending street photo ops but without the added risk of getting your ass beat for taking someone's picture. Chinatown was pretty good too for that kind of stuff and there was bomb ass food at the My Thai Vegan Cafe.
San Francisco was like that when I was there in 2010. I will say my favorite city to drive through has to be Jacksonville and Miami at night, like 2am night, not much traffic but the city is lit up so nicely, especially Jacksonville, as soon as you get over the St. Johns River its like watching the beginning of a 90's cop drama.
