If your direction and editing doesn't impact the story then it's just style.
If you're clever you can have a really interesting film visually that's artful since all the visuals aid the story.
Too much style is a kind of compensating measure where it makes it obvious that you don't know how to direct the scene well or you don't care.
Stylised is lots of fun and makes for an interesting watch, but it difficult to call it good or well crafted.
That's what makes art films great, since they're technically, visually and story wise amazing. But then you get films that are so stylised that people confuse them with art film and then art film gets a bad rap.
This could go down a whole "what is art" territory.
