does anyone have any idea what camera this was taken with? if not, is there a camera that produces a similar look? guessing its some random cheap digital camera but i dont know which exactly makes photos like this.

Impossible to tell exactly what camera from just a photo.
But yeah probably some 6 or less megapixel digital camera.
Go to the digishit thread or the one called old digitals and look at the exif data to see if you can find something similar.

It's 0.24mp if that is the full size image. It's also a 4:3 aspect ratio, probably not cropped due to the timestamp. That should give you a place to start digging, but honestly I think most of the aesthetic here is just the poor dynamic range working well with the low contrast scene and low megapixel count. You probably don't need any specific camera do get this look, just any very early digital camera.
