Why hasn't anyone made a RAW capable point and shoot with an APS-C sensor and 24-70 equivalent lens?

It would immediately render 99% of the interchangeable lens APS-C market obsolete with a camera that you can just slip into your front pocket, and go with full frame if you want to maximize image quality

Is it too difficult to engineer, or what? APS-C point and shoot cameras exist but they have fixed lenses
