I would save the money. $150 for a camera and lens is going to buy you something like a Nikon D70 or whatever comparable Canon camera is of that era. Good to practice on and learn around its limitations but doubling your budget to about £/$300-450 opens your horizons right up.
A D700 can be had for about £280, cheaper if you're happy with a beaten one. a 5D classic can be had for even less, older still but both will take lovely photos.
Get some primes, Nikon's AF-D lenses are incredibly cheap and are really good glass, a 50mm F1.8 can be had for 75, the F1.4 for double that. Zooms at this price point are pretty much all hot garbage, prime lenses are where its at.
you'll need to factor in memory cards too but these cameras top out at like 12mp so smaller cards and shooting jpegs should still get you thousands of photos easily
