The fact that you think either of these things are happening tells me you do not watch NJPW and don't know shit about their booking.
Okada is not losing. Simply not happening, Rule #1 of NJPW.
Any NJPW Title holder is not doing a job in a match where they are not losing said belt/there are others to take the fall. Daniel Garcia is taking the fall here, if not Orange Cassidy himself. ZSJ is not being pinned/losing again until he is dropping the TV Title.

I think it's more that NJPW realizes that a rising tide lifts all ships, or whatever the saying is. That's why we've seen more cross-promotional stuff, with NOAH, with All Together, and yes, even with AEW. But particularly in Japan, it seems like NJPW wants to help build up puro as a whole (because it's in their best interest, let's be honest).

It's honestly just good stewardship on the part of Kidani. To think people fellate Harold when he would've never approved any of this stuff, not the NOAH stuff or anything else.
