Because WWE is the only promotion in the world where its focus is trying to be reality tv or a soap opera to attract casuals instead of a being a wrestling promotion.
Wrestling fans are niche while normies/casuals are many.

The issue is you need 3 or 4 community theater type stories going on at once. That way you can quickly drop the ones that don't resonate while still having others on the show develop. The callis/bucks angle is only 1 storyline
