Honestly speaking I think he would do better in a Japanese company. He's good looking, can work the style, has a cowboy gimmick, and the audience there would be more lenient with his promos because he's not a native speaker and for the reasons I've cited. The only downside would be the pay which is lower than what WWE and AEW offer.

Gedo was the one who put him in Bullet Club in the first place, and the Elite/Punk storyline was his idea and he had planned to do it in NJPW.
They sort of repurposed it and used it for ELP now that I think of it.

The schedule is the real killer for guys like Hanger and other indie/AEW guys who are used to working once or twice a week. Cody cut his teeth in WWE, so was prepared to come back to it, but a lot of the homegrown AEW talent would struggle with it, especially if they're working styles that are more likely to get themselves injured.

Honestly, I do think he might have a chance at being a world champion in WWE. He's genuinely pretty likeable, the only people who seem to dislike him are the Punk cultists and people who hate everything to do with AEW. But he would have to adjust his style for the new schedule, and maybe spend a few months in the PC before making his debut.
