Insider here, they are still hoping they can get Lio. He threw a hissyfit after his idea to win the belt off Hiromu was shot down. The three way was only set up to not have Lio take the pin but he tried spinning it so that he could pin Speedball and become champion.
If they can't come to an agreement with Lio it'll probably be Rocky but I've seen people mention Orange Cassidy too.

He has to be aware of how bloated Tokyo Dome already is every year, right? And if the booker has clear disdain for it, then it benefits no one to make him stick an unrelated women's match onto his show. Them being on a Sakura Genesis or Dominion card though is fine, they don't belong in Tokyo Dome.

Related to that, people complained about WK16 having filler 6 man tags both nights but outside of the dire the roster was during COVID I'm ok with it. I honestly think a few multiman tags with important guys and feuds creates a much better show than a 9-match card with 8 fucking title matches while former world champions fight in a pre-show battle royal.

I've given up trying to understand the womens wrestling fags. Why should there be a womens match at WK? What value does that add to the card when the women won't be on any tours leading up. You have Stardom, be happy with that, you don't need to shove the shit on NJPW cards and go SEE GUYS ISNT THIS GREAT DONT YOU LIKE THIS?!?! when you could just enjoy the shows yourself.

Maybe because with male talent, NJPW can actually use them with their own talent even if it's just a tag match. They give the NOAH guys some shine without leaving off their own guys.

With putting on STARDOM talent, you are cutting guys from the show to give talent you can never use in a meaningful manner against your own talent.

Unless Gedo is going to do a tranny angle where a NJPW wrestler claims to be transitioning and destroys STARDOM talent, there is little benefit to featuring them.
