At its peak, even as the #3 promotion, ECW was still a literally who in most of the country.
More over, the vast majority of fans weren't on the internet. The message boards back then were populated by the exact type of ECW smarks shitting and pissing themselves in anger over "muh feds." It's part of the reason some guys, including even Stone Cold, got over with them cutting "fed bad" promos about WCW and WWF.

Much like AEW now, ECW fans were like Jehova Witness, popping up annoy people, then acting like underdogs when people clapped back.

Difference is ECW was actually good. Not good enough to justify how the fans acted, but good enough tolerate them.
