The Intercontinental title is supposed to be a stepping stone to the world title, so literally any champion who was world champion afterwards, Randy Savage, Bret Hart, Shawn Michaels, Stone Cold Steve Austin, The Rock, Chris Jericho, Kurt Angle, Randy Orton and Edge are the greatest IC champions because they became main event staples.
