Two reasons mainly. First being that if you make Scott Hall the guy on top, you are utilizing Scott Hall incorrectly. He is not meant to be THE guy, he's there to help boost THE guy and get a better performance and popoff from the crowd. His biggest strength is he makes everyone else look good without it being a detriment to his own character, and thus he'll never get as good of a support from other wrestlers as he could give to them.
The other, more practical reason is his substance abuse made him hell to work with backstage.

He had a serious drug and alcohol problem. And the WWF title was not handed out for pity runs back then. It's disgraceful that bums like Kofi Kingston and the Miz are former WWE champions.

Back in Scott's day, the Intercontinental championship still had prestige and wasn't regarded as the "midcard title." Razor Ramon was considered one of the biggest stars for the WWF at the time and was featured in promotional material, video games, wrestling highlight segments and intros, etc. He was very well known which is one reason why him showing up in WCW was seen as such a big deal.

When Scott went to WCW, his drug/alcohol abuse got even worse, and he spent multiple stints in rehab. And the other thing he had against him was hanging around with Nash all the time made Scott look average in size, even though he was always one of the tallest on the roster at 6'8".

.Widely recognized as one of the best to ever hold it.
He and Nash got an insane deal for their WCW run for the time compared to what they were making with Vince due to the dumb fake Diesel and fake Razor incident they weren't even aware of bumping their numbers up.
By the time that money hit the bank and the lack of control in WCW Hall had started to spiral out of control and sawdust was gathering in his body at a rate that made any success in WWE impossible.
Best midcarder of the world is still better than the average failed top card.

Most of the big names of the 80s never got to be champion. Scott peaked in the early 90s and even then to get the world title you had to be *the* face or heel of the company

It was only during the attitude era and afterwards that they started passing the belt around so that everyone gets a turn. And it let to some really stupid shit like Edge being having what, 10+ world title runs despite being an eternal midcarder

Wrestling was a job to him, he never politicked for a championship. He politicked for higher pay. Regardless, it's still interesting to go back and watch the older Raws because they would often times be heavily focused on Razor, what he's going to do, who his opponents are, what matches he's having, etc. He appeared the most out of everyone in the original opening even. And that's when he was a heel, before he even became the mega-over face that he was the rest of his WWE career. Clearly Vince loved the character.
