When Austin was the number 1 babyface in 1998, WWF were still devoid of roster depth in the main event picture that he was happy to have his main event drawing fuel by default since Undertaker, Kane and Foley were non-factors and stopgaps at best while Rock and HHH were still developing in the mid-card.

When Rock took over for Austin in 1999 after surpassing him in every single way and Austin went away for neck surgery after SummerSlam '99, WWF were super stacked with roster depth and the main event picture felt more like an ensemble cast instead of the one-man show with no depth under Austin.
