Many of those steps entail lots of people being exploited, raped, killed or maimed at a VERY disproportionate rate compared to OTC or prescription drugs.
Same deal with being a transsexual - it's not a victimless mental disorder, it effects everyone around the person. Perving on young women in showers/changing rooms, stealing sports scholarships and job opportunities, there's a trail of victims left behind by these mentally ill predators.
