In regards to Chris Benoit headlining PPV's, WWE never placed him in a PPV main event without a safety net e.g. Fully Loaded 2000 was billed as a “Triple Main Event.” From 2000-2007 (excluding matches where he clearly just made up the numbers) Benoit only legitimately headlined 6 PPV's. Sure Benoit could wrestled up a storm but WWE had no faith in Benoit when it mattered. HBK was added to the WM XX & Backlash 2004 main events because WWE wasn't confident in Benoit's drawing power or ability to carry a headline feud on the mic. Benoit was a midcard World Champion who didn't headline Bad Blood 2004. Triple H was always positioned as the star of RAW during Benoit's caretaker World title reign. 2004 proved to be a transitional year as WWE elevated Randy Orton, John Cena & Batista.

On August 9, 2012 edition of Wrestling Observer Live, Dave Meltzer stated in regards to Kevin Nash's infamous comments about Chris Benoit & Eddie Guerrero in a Grantland article, “that WrestleMania he talked about did over million buys, the WrestleMania that Kevin Nash didn't headline even though he said he did, did 300,000” thus indicating that Chris Benoit headlined WrestleMania XX which contradicts what he expressed in the March 22, 2004 edition of the Wrestling Observer Newsletter where he wrote the following:

“While the biggest drawing thing on the show was the name Wrestlemania XX, it appeared that the two biggest money matches were Rock & Mick Foley vs. Evolution (which I thought was the biggest based on build-up) & Bill Gסldberg vs. Brock Lesnar with Steve Austin as ref (which, based on a poll we did, got the most votes for what people thought was the biggest drawing match on the show).”

While I'm at it Meltzer also made the following false claim in the August 22, 2011 edition of the Wrestling Observer Newsletter:
