Orton/Cena was never a rivalry people cared about no matter how much WWE tried to push it. It was the manufactured attempt at the next Rock/Austin - the rivalry of the generation - but their programs were boring and their matches sucked, and the insistence on going back to it time and again again despite its failure to deliver only resulted in further apathy from the fans towards it.
Cena's most iconic feuds as a main event guy were first against Edge early in his main event run and then CM Punk later in it. Both of these guys were probably good against Cena because they countered what he was about. Cena was the PG company man, so he clashed well with what Edge was doing as the Rated R superstar who was pushing the limits with his gimmick at the time, while CM Punk espoused anti-corporate rhetoric and a push for change at a time when WWE was its most sterile and mundane, when you had not just Cena but the likes of Miz at the top.

Rather than thinking of eras as defined by a theme as the WWE tries to push, I think it makes more sense to think about it in terms of who was pushed as the top guy for a time period and what their most iconic or reign-defining feud was.
Austin was on top and then the Rock and they were each the rival for the other, though Triple H would have a strong claim for Austin but they never had a Mania match.
Then for the 2002-2005 period, Triple would be the top guy and his biggest rival was Shawn.
2005-2012 it was Cena, and his run went for so long that you could make a claim for a number. The WWE booked it so often that Orton is an easy choice but Edge and Punk seem more appropriate. In both cases, they actually made Cena interesting and gave matches against him people wanted to see.
Roman as well is hard because he was on top for so long. He had so many big main events against Brock that it's hard to not see that being the answer, but Brock's status as a perpetual part-timer and the lack of real quality in many of the matches takes away from the impact. In terms of longevity of the rivalry and the continued story beats, Seth Rollins makes sense. The betrayal on him and the Shield continued to resonate into the main event of Mania 10 years later and 9 years after Rollins had infiltrated the main event and taken Reigns' first world title away from him.
