Make storylines shorter and more compact. Kingston/Jericho and Death Triangle/HoB have both been going on since January and for the latter we're only now just getting singles matches between two factions after 5 months. They've saturated the Kenny Omega/Daniel Bryan/CM Punk audience. They're all either already watching or they watched and then tuned out because the rest of the show was so bad. Only Cena (or The Rock, I guess) and MAYBE Roman Reigns (just for the shock value) is going to increase their ratings to a respectable level.

Give Rampage a purpose, either as a developmental-type show or a second brand or something. As is it's just shittier Dynamite and Dynamite hasn't been all that good for months.
Unify the women's titles and have Jade as the lone champ, you don't need two belts and Rosa is an anti-draw.
Do whatever you can to try and get Cena. They need an actual counter to Cody leaving that isn't plugging the gap with fired midcard shitters.
Relegate Cole to the TNT Title division if you're not going to fire him.
Have Christian beat Mox for the interim title and have him be the de facto top guy until Punk gets back
