Omega was a comedy bump dummy who could understand called spots from japs. That made him easier to work with. Harold thought Jamal could expand into the US, so he wanted to make Omega the top guy. By the time AEW came to be, he was a wad of injuries who needed tag matches to rehab in.
That's all there is to it, besides Meltzer hyping him like Thesz Sammertino Flair Jesus reborn to all his WOdrones who pretend they watched the matches and didn't just read the review.
