Goto, ZSJ and SANADA were never at a point where they should have, though I think ZSJ can definitely get there with the Sekai.
Ishii flat out shouldn't. Shibata shouldn't have at Sakura Genesis, but if the Okada feud continued I think he could've gotten there.
