The Eternal Empire holds those over Mars and Knossos, which are indirectly controlled by House Heinrich in their head's capacity as Emperor. House Heinrich holds those over Plutul and Uvarth, which are directly controlled by House Heinrich as their personal property. As House Heinrich lacks any shipbuilding expertise of its own, it has been leasing its shipyards out to Corps, who are desperate for imperial contracts.
Mars is manufacturing Mars-pattern warships under the Imperial Shipwrights, Plutul is manufacturing Cherry-pattern warships under Cherry Corp, and Knossos' manufacturing focus hasn't yet been determined but will also be under the Imperial Shipwrights. Uvarth is applying its industrial capacity to research new ship variants under Bullseye Corp. For a shipyard to change its pattern, it requires a decade to retool its specifications but with all of the ship parts being cross-compatible, the cost to do so is negligible.
The Imperial Navy consists of two Hookware-pattern fleets, two Mars-pattern fleets, and two Cherry-pattern fleets. All four shipyards are in military manufacturing, meaning that they're producing war-fleets for use by the Imperial Navy or other factions deemed deserving by the Emperor. Military manufacturing is expensive but essential, and currently funded by taxes and donations from hardline loyalists.
If the shipyards were to shift to civilian manufacturing, they would begin to make a massive profit from merchants, nobles, and other individuals who need and can afford ships for their own purposes. Once the maintenance of the shipyards and employment of shipwrights, technicians, and other faculty is taken into account, this is reduced to only a large profit. For the Empire's shipyards, this would improve the wider economy, while for House Heinrich's shipyards, this would go directly to the dynasty's wealth.
