You might ask "why Cass? Wouldn't she be better at Commerce?" well, consider what a Secretary of State does. They oversee foreign affairs and are ambassador. The King would not make a good ambassador. He comes from a small tribe, stays within freeside, and the King's stated goals are basically anarchists "where every man is free to do what he wants, even if that freedom means riots on the streets". He basically sits on the fence until you convince him not to.
Cass meanwhile is well traveled, has been to the NCR and east of the Colorado, has experience negotiating with a wide variety of people, and has steady nerves and is stubborn and not prone to backing down. The kind of person best to represent Vegas grit and determination.

Sarah ran the gift shop at the Vault 21 casino, servicing many a brahmin baron and wealthy businessman and convincing them to buy from her Vault gift shop. House cared little for Vault 21, but she turned it into a succesful business enterprise. She even tasked the courier with getting more Vault jumpsuits, to sell at a profit. Honestly she'd not make a bad candidate for Secretary of Commerce either.
We could use her tourism expertise.

Excluding BigMT, he's our only actual nuclear scientist and physicist that isn't affiliated with the NCR.
>Secretary of Commerce: Francine Garret
Francine is no nonsense and all brass taxes. The three families were always subsidized by Mr House, but the Atomic Wrangler had to be built from the ground up without any assistance. She knows how not to squander caps and not to let people take advantage of her. She's got good business sense (in game stats too). Her skills in managing funds and resources will be useful.

Sensible, he was a commander. He just has to keep quite about his enclave past.

I would also highly recommend getting Doctor Henry aboard too, as Co-Secretary.

This is where I think the King will shine, given that freeside is going to be a major point of urban redevelopment for us. He and his tribe have lived in freeside long and know its people and its hardships, and they've helped the people by sharing water and keeping the peace. In the original wildcard ending, where NCR refugees faced discrimination, they felt safer with the Kings than anywhere else.

If he'll work for us, sure. Though he was originally an NCR contractor. But I presume since Victor made him an option he's open to it.

Sensible, she managed fort mormon and humanitarian work was their job
