In some cases it is semingly learned through study (the slaves who made Bloodwynd's gem though NOT Bloodwynd himself, Doctor Occult) but you're right: we don't see many examples of that, and we can't really CONFIRM that Doctor occult or those slaves weren't carrying some Homo magi chromosomes or being empowered by a magical entity in secret.
As for Amazons, they have oracles and fortunetellers sometimes, and they make and use all kinds of magitech equipment, but as for actually casting Fireball or whatever, I don't think so. Their strength, speed, beauty, agelessness, etcetera is usually depicted as being magical, though, and they have the special attention of their gods. Wondie can sometimes summon weapons, fly, wield lightning, etcetera, but whether that is inherent to her as an Amazon, a unique and personal divine gift or inheritance, or derived from her equipment varies based on continuity.
She's easily the least consistent of the Trinity, and so is her lore
