I don't know if this is what actually happened whether this was the protocol adhered to or the actual MOUT rules of engagement, or just some retroactive attempt to cinematically portray military forces as disciplined / considerate / not bombing civilians haphazardly in Iraq etc. According to Alex Garland's highly accurate military supervised film depiction, zero civilian noncombatants died
Imagine if in Game Of Thrones instead of melting flesh and stone, bringing ruination upon besieged castles and chomping on some horseback knights, what if the dragons just flew around really low on the ground snorting and pawing and drooling a bit in a menacing manner until everyone became somewhat dismayed and disheartened, this would be highly effective
