You do, in almost every game, want to roll high for damage. This helps to overcome the innate toughness of the enemy who you are trying to kill which is just damage reduction.
If you play the table top and want good comparisons, take the BS/WS skill of the datasheet and times is by roughly 15, then subtract that by 100. So a Vet Guardsman has a BS of 40, astartes at roughly 55, and custodian at 70. This ignores perks like 'Unnatural Toughness' or just aiming the gun to have a better chance at hitting.
