He was included so you can recreate the scene where he rides in on Grimlock's back while the Dinobots storm the Quintessions' Pit of Judgement to save Hotrod and co., but since they shoehorned him in with an already large figure, they didn't spare the budget on giving him functional joints (or a transformation); they did the same thing with forcing Daniel in with Slug, and both were so poorly received that they didn't bother packing anyone in with Sludge and then packed all the swords that should have come with the other guys in with Swoop.
