After a recent raid, the goblins figured they'd never need to drink water again and cut off the spring in their hovel. After the previous cage fell down and smashed to pieces, they've created a more sturdy "Duke Box" to hold the Bard. Also one of the goblins seems to assumed a leadership role after demonstrating some skill using a stolen wizard's staff.
