As a matter of fact, if your hypothetical Toa-Heroes are off fighting things other then Rahi, there's an overwhelming (roughly 80%) likelihood that whoever they're up against doesn't actually have elemental powers at all. If course, that doesn't mean they aren't dangerous. The Matoran Universe is full of assassins, thieves, schemers and other villains who would be more than happy to show you that you don't need power over the elements to get your way.
