The smaller fins attach to the back of the shoulder pads via a ball joint. This allows you to simply swivel the fins down and out of the way while you're posing the arm, then once you have the arms where you want them, you can swivel the smaller fins back up and get them into the position you want.
The difficulty is that in some poses (particularly those that raise the shoulder), it's simply not possible to line up the smaller fins with the large fins in a "normal" way (being one continuous fin), or there's so little clearance to do so that you risk scratching parts together, potentially damaging the paint. Instead, you end up with the smaller fins beside or overlapping the large fins.
So it's mostly a cosmetic gripe derived from the "normal" look of the fins having been ingrained into my brain, haha. This was especially true when I first started messing with the MB. Now, I'm not as bothered by it as I accept that as part of the redesign; the MB's large fins are back-mounted weapon storage racks, not just shoulder-mounted progressive knife sheaths!

So, maybe the second tracking number is the USPS specific tracking for home delivery (though I don't recall ever seeing that myself!)? Or maybe you're just getting two Gelgoogs, haha.
