We're missing Man-E-Faces, Ram Man, Mekaneck, Orko, Buzz-Off, Whiplash, Webstor, Trap-Jaw, Clawful, Tri-Klops, Kobra Khan, Jitsu and Stridor (well, and a couple vehicles, Screech, and the Wind Raider pilot...)
Mekaneck has a He-Man body and the cuirass that's been made for Stinkor. With a new head and neck, he'd be cheap to include in a Wave 3.
Webstor (Skeletor w/ new head & armor, CoD grappling hook), Tri-Klops (He-Man body w/ new head & armor, Fisto sword), Kobra Khan (Skeletor limbs, new torso & head, Grayskull pistol) and Jitsu (He-Man body, new head, right lower arm & armor, Leonardo katana) are all relatively trivial for them to add.
I can see MotU Heroes Wave 3 being any three of those Evil Warriors, Mekaneck, and another good guy for balance. Clamp Champ would only need a new accessory and a black-man-with-short-woolly-hair head (which is likely already in their inventory of heads).
Man-E-Faces would require all new parts. His legs and left arm would be reused by Trap-Jaw and Roboto (and right upper arm in Roboto's case).
Buzz-Off requires all new parts, but everything except the head, wings, and hands could be reused by Clawful and Whiplash.
Expect Orko and Ram Man to take forever.
