I know this is an overused example, but the old Pixar movies do this perfectly. They're very clearly "for children", but they're also just very well made films in general, and adults in the audience can enjoy them too.
Lego has proven themselves capable of making quality sets that appeal to both children and adults before, there's no reason to stop holding them to any sort of standard. Look at almost any unlicensed theme they've ever done outside of City and you'll find plenty of sets that are both good looking and well designed to an adult collector, but also cool and fun to play with for a child.
No clue why everyone is fine with 80% of City sets being very subpar, especially given that they're priced higher than most other lines. Look how pathetic this thing is. Compare it to the 60204 Hospital (probably the best City building Lego has done in ages), why should we accept this level of quality downslide?
