They still have a ton of characters to go, but announcing / sliding in a third punk frog after the first two as a "new never released toy designed by original designers in the style of incomplete team toys you had as a kid" is the kind of shit you do once people have all four turtles, initial hype is dying down, and they are wondering what the future of the line could be besides waiting for their favorite side character. That's a early-middle of the line move, not an end of the line.
And honestly, there is precedent for it, Pumm-Ra from the Thundercats line shows that they're willing to go back to the source material and find new shit for the fans that still simultaneously hits them in the nostalgia button. The "I never had that as a kid but I wanted it" niche is something a toyline like this tailor-made to fill, even if you add non existent things to the niche and turn it into "I never noticed this was missing as a kid but now I want it".
I mean, outside of the original toyline aesthetic, both companies have done crap like this. I'd expect both Neca and Super7 to hit characters like Karai, Lord Dregg, and the Punk Frogs eventually.
