All it takes is one moron to start complaining that you sexualized an underage character who's age only exists in your head, despite being drawn as an adult and more or less shown and portrayed as an adult and can be any age you want them to be, since it's subjective fantasy. This happened in comics before and was the reason CBR deleted their forum, because one blogger they hired, who was some mentally ill woman(it says she has mental problems on her wikipedia page) with a tumblr account(she actually had one) who had been fired from DC comics, wrote a blog for them saying how upset she was over the size of Wonder Girl's breasts on the cover of a Teen Titans comic and how the character might be underage and couldn't consent to be drawn that way. She then complained and said comics fans were sending her rape threats online, so CBR turned on their fans and mass banned people and then deleted their forum.

You were dealing with 3 different versions of the Turtles: Mirage, Playmates toys, and the cartoon. The cartoon was based on the toys, which sometimes took liberties with the characters and made changes, and the toys themselves made changes. There was also lots of concept art for the toys where characters are vastly different from their final version. Casey Jones is a meat head football player in a number of early Playmates concept drawings.
