May also just be due to the film being so dark compared to the others. Their statement is basically corpo speak for "we had so little confidence in the launch that we trimmed it down to only 3 sets, and the offensive heart-ripping one was the obvious choice to drop".

Compare that to the original Indy sets, where they released a few based on the classic movies at the beginning of the year and had Crystal Skull sets ready to drop as soon as the film came out just a few months later. Nowadays TLG refuses to take any risks which is why the "reboot" felt so cautious and cynical.
As for other sets they could have done - Would have loved something based on the Grail scene (either the whole temple in the style of the golden idol one) or just the final room. The tank from TLC is also something that was missed in the original waves. It's technically not a nazi tank (both in-canon and the real one it's based on are British) but I guess it might still be stepping too far into realistic military no-no territory. Even KotCS deserved at least one set; they could have done something based on the warehouse scene since even people who hated the movie would probably want that iconic location from the first film. And of course their are plenty of cool setpieces that would have made for good Dial of Destiny sets, regardless of how the actual film performed (the tomb of Archimedes especially).
