they are saving money on extra head pieces, it's that simple. rather than include a whole extra piece, that they would have to print a face on anyway, they print the face on the other side of the head. Which is something they do all the time.
I guarantee that NO kid is going to mis-understand that concept.
I'd be more annoyed by the torsos, but it looks like they all have the "baggy" lines that indicate loose-fitting outfits, so not so much.
