OK, let's say a new movie is being developed. BUT they need to have the toys on shelves before the movie to build up hype in case the movie sucks. So they give the very early concept art sketches to the toy makers, and tell them to make toys based on those sketches. The toys are made, the movie company approves them, the toys are sent to stores, and then later the designs are changed in the movie before it's released into theaters.
