Ultimately, they were Hasbro anyway, and they were following the standard conventions of kids toylines back then. The Batman line was always heavily nothing but Batman figures and they sold fine regardless.... well, until there stopped being a Batman show. Sales were petering out with BB ending and not being much else, hence HAsbro losing the license to the much bigger Mattel.
