where subpar , to do a good base(even a small one) you need lots of parts and the parts budjet was just not there most of the time back in the day, a lot of them relayed on raised base plates, large pieces (like those trans curved pieces and LURPS) also a lot of pieces went into side builds vehicles instead of the actual base building so just ended up with a shell of a base with little form or mass, almost a suggestion or a facade.
