They have to pay someone to design it in LDD, configure it to what parts are available, purchase all of the parts and shipping to their location, sort out everything for each set, create instructions and boxes and market it.
As well as the cost of their storefront, advertising and animations / photography, printing machines, etc that all add up.
That being said, I don't think this set will sell very well. There's a small cross section of collectors who love Mad Max and Lego as well as have deep enough pockets to throw money like that at it. So I'm thinking they'll try to sell this initial run they put together and then sell instructions, if not all of their Mad Max creations together in one instruction booklet.
