USRA is probably more likely to have marketability and appeal, while UK saddletanks would attract the Thomas autists in addition to the train autists. Knowing fuckall and a bag of rocks about the Bricklink rules, I think the USRA is a better idea because Mattel (which I guess owns Thomas now) could be enough of a threat to kill your idea because it looks too close to whichever character / GWR loco.
