And maybe they wanted to make some or Cortana’s wordings in the Cortana Letters make a little sense, with her sometimes using cryptic phrasing’s instead of outright saying something. Since Cortana went through a few rewrites before the game came out. Bungie themselves even poked fun at the Cortana Letter’s ambiguity in-story in the Halo: CE Developer Commentary (either that, or it was the Halo 2 Dev Commentary, since I’m pretty sure that they recorded them back to back to get the recordings done and out the door ASAP).
At one point, they also had plans to make Cortana turn evil after being in the Halo Control Room console for so long, but then they later scrapped it because they thought the idea of an evil Cortana was dumb upon looking at the storyboards again (but, for some reason, 343i thought it was a good idea...)
