For that reason I would only recommend it for masking bare plastic (such as canopies). Supposedly you can cut after it dries, but I never tried. Fairly thick in the bottle, can be thinned with water. Can be brushed on and the brush can be cleaned with water. I do not recommend washing masked parts in sonic cleaner because the mask will dissolve.
Having tried both I ended up choosing Vallejo liquid mask which is similar to Neo but thinner and can be better controlled using surface tension. It is also cheaper and easier to obtain.
