IT's about tooling.
Since the MArvel line is ongoing, they don't want to slow things down to teach the workers how to use new tools or ways assembling the toys.
Whereas GI Joe and Overwatch was new, so they had time to retrain another factory, before it was released in stores.
You'll probably start seeing new engineering after the no-pegs (fewer pegs?) stuff comes out. They'll phase it new stuff in eventually. We saw the same shit happen with the 1:18 lines. Early Fury Files were pretty shit, but they upgraded the bodies there little by little (whereas the 1:18 movie lines had similar articulation to the MLs, despite being released at the same time). Stuff like the ankle rocking engineering actually happened with GI Joe first, then the MU line, and finally the Marvel Legends line.
