Before that it was just out-of-the-box town/city sets put around roadplates with no sense of cohesion. Take pic related for example, you've got Town, Paradisa, Island Xtreme Stunts, World City, City, and even some Harry Potter stuff mixed in here. With a uniform standard to follow in building design and size anyone could build a modular so long as they followed the 16x32/32x32 baseplate standard set in place by Cafe Corner.
