Hot Rod called him a bozo and literally tard-wrangled him with a lasso in the movie I think, and was literally BEGGING Rodimus to wake up in the 5-parter when he was half-dead. So while Grimlock was made in the middle of Optimus' tenure, maybe Hot Rod sort of proved himself to Grimlock... who also turned into a baby. Just trying to give positive but plausible spins on things.
