24hr is all you need for the plastic to become sandable/paintable and the thickness can be up to 3mm (that's as far as I personally tried anyway), as long as you use the correct cement to melt the plastic.
The superglue + pastel thing sounds way trickier to pull off and you only get 1 try whereas with melted sprue you can melt and remelt as many times as you need to fix the shape or whatnot.
