In context that lady is just an aspect of life aboard a vaguely depressing space station, M31-P5. Human labor is needed across known space in a constant, steady supply, and cloning isn't quite as good of an alternative because of the old "all copies share the same flaws" thing. To this end a system is set wherein several people are used to produce loads of human babies which are then shipped about to act as labor elsewhere.
I managed to build the ball the minifig parts are mounted on, it's pretty simple to figure out. You can actually see the same assembly used in the big story the pic actually features from, in which a reporter explores the space station's workings.
