For a long time they were making too many obnoxious, arbitrary designs that ended up just covering actual sculpted detail. And they don't really print on the highest quality paper; they look like absolute trash on an MP. I've still bought a few sets, though. The ones for TR Rewind are actually decent, especially the gold foil bits. The set for G2 Leadfoot is pretty worthwhile as well. I almost never use the entire sheet, though, and they can often be repurposed.
I don't know if Ocean Designs still makes their uprade decals. Those are great quality, they almost look like actual tampographs. I bought a few sheets of their faction badges and I get tons of use out of 'em.
