They wouldn't make it a main turtle, they wouldn't make gitd rocksteady and not a gitd bebop counterpart, and I can't see april or metalhead being their pick either. So best guess they skip wave 3 and hit the next non-human non-turtle weirdo, which is wave 4 muckman.
It might also be mondo gecko, but I'm betting on Muckman because he'd make a great glow in the dark companion piece to the gitd toxic crusader.
