When designing cyberpunk-ish buildings, I try to follow the concept of "there are no more building codes". Take a quality-built brick building from the turn of the 20th century, lay some exposed electrical work along the outside, stick some satellite dishes on windowsills, put some signage on it, add a precarious expansion to one of the upper floors that's obviously not up to code, then gut the bottom level and put in a business. Basically, it's a free-for-all where every scrap of exposed space or surface can be used if you get there first. If there's any open space, it's because the perimeter is ringed by guys with guns.
